A stumbling block in the implementation of such a redevelopment is not even the technical side of the issue. The Housing Code does not welcome such redevelopment. The thing is that during the construction of an apartment building, the indicators of the consumed heat and the effect of heat transfer are calculated. In addition, in projects of houses, the balcony is considered a cold (not heated) territory. If the residents of one apartment combine their balcony with a room and spend heating on the balcony, the total heat consumption in the heating period will not change. If the rest of the tenants want to do the same thing — in winter they will elementarily freeze, the heating system will not cope with the increased load.
